Moving from the UAE to Kuwait? How the Kuwait Civil ID Compares to Your Emirates ID

    October 23, 2026No Comments6 Mins Read
Kuwait Civil ID vs Emirates ID comparison for UAE residents moving to Kuwait
A comparison of UAE and Kuwait identification requirements for residents relocating between the two countries.

If you’ve lived in the UAE for a while, you already know how much depends on one small card. Your Emirates ID opens your bank account, gets you a SIM, checks you into a clinic and, on many days, gets you through the airport. So when a new job or family move takes you to Kuwait, the first question is usually: what’s the Kuwaiti version, and how fast can I get it?

The answer is the Kuwait Civil ID, issued by the Public Authority for Civil Information (PACI). It plays almost exactly the same role as your Emirates ID, but the process, the numbers and the apps are different. Knowing those differences before you land saves a lot of back-and-forth in your first month.

This guide walks you through how the two cards compare, how to get your Civil ID after moving from the UAE, how to track it, and the mistakes UAE movers make most often.

The biggest surprise for most people coming from the UAE is the address step. In Kuwait, every flat has a PACI number, and your civil ID is tied to it. If the address isn’t registered properly, your card can sit in “under process” for a long time.

Getting your Kuwait Civil ID after moving from the UAE

The order matters. In the UAE you may be used to the visa, medical and Emirates ID moving together through one typing centre. In Kuwait, the civil ID comes after the residency, as a separate step with PACI.

    1. Cancel or wind down your UAE residency properly. When your UAE residence visa is cancelled, your Emirates ID is cancelled with it. Keep a copy of the cancellation; Kuwaiti employers and banks sometimes ask what happened to your previous residency.

    2. Arrive in Kuwait on your entry visa and complete the medical test and fingerprints your sponsor arranges.

    3. Get your Kuwaiti residency from the Ministry of Interior. Your employer’s PRO usually handles this. PACI can’t issue a card before this step is finished.

    4. Register your address with PACI. Ask your landlord or building watchman for the PACI unit number of your flat. It’s usually on a small plate near the door.

    5. Apply and pay. Your sponsor submits the civil ID request, often online through PACI’s e-services or the Sahel app. The card fee is 5 KD, paid with a KNET card.

    6. Keep the receipt. PACI gives you a receipt (often in an envelope) with a tracking number. You’ll need it until the card is in your hand.

    7. Collect the card from the PACI centre named in your status message, using the self-service card machine or the counter.

If you’re moving with family, each dependent needs their own civil ID too, including children. Their applications follow the same order: residency first, then PACI.

How to check your Kuwait Civil ID status

In the UAE you’d track your Emirates ID on the ICP website or app. In Kuwait, the equivalent is PACI’s Card Status service:

    1. Open services.paci.gov.kw and switch to English.

    2. In the Card Services box, choose Card Status.

    3. Enter your 12-digit civil ID number, or the receipt number if you don’t have your civil number yet.

    4. Press Submit. When the card is ready, the message also tells you which PACI centre to collect it from.

You can also check through the Sahel app or by calling the PACI hotline on 1889988. For a full walkthrough with every status explained, including what “under process” and “no data found” mean, see this Civil ID Status Check guide.

    Five mistakes UAE movers make

    • Expecting the ID with the visa. In Kuwait, the residency and the civil ID are separate steps. Plan for a gap and carry your passport as ID until the card arrives.

    • Skipping the address step. A missing or wrong PACI address is one of the most common reasons a card gets stuck.

    • Using the wrong number. Your old Emirates ID number means nothing in Kuwait. Use your Kuwaiti civil number or the PACI receipt number.

    • Paying through links. Kuwait has the same “fee payment” scam messages the UAE has. Pay only on services.paci.gov.kw or inside Sahel. Official Kuwaiti sites end in .gov.kw.

    • Leaving the ready card at PACI. Once your status says ready, collect it soon. Uncollected cards aren’t kept forever.

Going digital, just like in the UAE

If you’re used to UAE PASS, you’ll feel at home with Kuwait Mobile ID. It’s PACI’s official app and holds a digital version of your civil ID, accepted at government offices and border points. It’s also how you log in to Sahel, Kuwait’s main government services app, where you can check your card, renew it and handle family members’ cards. Set both up as soon as your physical card is issued.

    Quick FAQs

Can I use my Emirates ID in Kuwait? No. It’s a UAE document. In Kuwait you need a Kuwaiti residency and a Kuwait Civil ID.

How much is the Kuwait Civil ID? The card fee is 5 KD. Replacing a lost or damaged card costs 20 KD.

Can I check my civil ID status before I know my civil number? Yes. Use the receipt number from your PACI application in the Card Status box.

Do I need an appointment with PACI? Not for checking status or collecting a ready card. For in-person services, appointments are booked on meta.e.gov.kw.

What’s the PACI hotline? 1889988, from any phone in Kuwait.

    Final word

Moving between Gulf countries is easier than moving from further away, but the paperwork still works differently in each one. Treat your Kuwait Civil ID the way you treated your Emirates ID: sort it out early, keep the receipt safe, and check its status yourself instead of waiting for a call.
